States told to buy 4% goods from SC/ST, Dalit units
The Centre has asked state governments to compulsorily make at least 4% of their purchases from units run by Dalit as well as scheduled caste and scheduled tribe entrepreneurs.

In a letter to all chief ministers last week, Virbhadra Singh, the minister of micro, small and medium enterprises, said that state governments should notify a policy making it mandatory for departments and state-owned firms to source 20% of their purchases from small enterprises. A fifth of that would have to be bought from Dalit and SC/ST-owned firms.

This is in line with a public procurement policy for micro and small enterprises that the Centre had recently notified, setting the quota for purchase of goods from small firms.The 20% quota for medium and small enterprises for these purchases had become applicable from April 1, 2012, in a three-year staggered manner. It will become mandatory from April 1, 2015.

"I request you to kindly issue instructions to your industries department to interact with all central ministries, departments and public sector undertakings and facilitate the policy implementation," Singh said in his May 23 letter. "I also request you to consider formulating a similar public procurement policy from medium and small enterprises in your state."

The central government spends about a third of its annual budget on procuring products ranging from agricultural implements and cars to stationery items and clothes.This year, the government is set to spend about Rs. 4 lakh crore on public procurement. Conservative estimates suggest that the reservation policy will provide a ready market of about Rs. 30,000 crore for goods supplied by firms run by Dalits and SC/ST persons. "The policy will be made mandatory from 2015-16. Non-conforming departments will have to provide reasons to the review committee set up under the policy," an official said.
Minor raped: Police blind as local bigwigs protect accused
TIRUNELVELI: It has been more than three weeks since a minor dalit girl was allegedly kidnapped and raped by a youth at Punnaivanapperi village in Tirunelveli district. Though a case was filed, the local kangaroo court is pressurising the victim's parents to settle the issue amicably by accepting Rs one lakh from the accused. 

According to police, the 14-year-old victim was allegedly raped by one Sudalaimani on May 6 when she was alone at home. Her father, who works in a brick kiln, said, "The incident occurred in the night when we went to our village, Kadaikandarkulam near Sankarankovil. Sudalaimani came drunk to my home and took my daughter to a nearby hill and raped her. He kept her there the whole night. When we reached home in the morning, we saw our daughter sitting and weeping at the entrance of our house". 

According to the fact-finding team of Evidence, an NGO based in Madurai, which visited the village on May 29, the local kangaroo court has asked the accused to pay Rs one lakh to the victim to settle the issue. "They made an abortive bid to give Rs one lakh and settle the matter. The accused also offered to give six sovereigns of gold to the owner of the brick kiln, where the victim's father works, to suppress the matter," said a member in the fact-finding team. 

The victim was taken to Tirunelveli government hospital on May 29 for medical examination. Even though police registered an FIR (Crime No: 155/2012) on May 25, they did not bother to pick up the accused who was roaming around freely in the village till Wednesday. 

Sub-inspector S Premachandran of Karivalamvanthanallur police station under whose jurisdiction the village falls, said police arrested Sudalaimani on Wednesday. "The girl was in love with the boy. A preliminary investigation revealed that she was raped by Sudalaimani when she was alone at home. Her parents were away. However, we received the complaint very late. There was also a counter complaint against the victim's father. So we wanted to investigate the case properly. I have just got information from my special team that Sudalaimani is arrested," said Premachandran. But the victim's father said, "I haven't got any information. I saw him in the village even today. The accused and his people are threatening me every day. I am scared and don't know what to do". 

Filing false counter complaints to threaten the victim's family is not new. "Whenever a dalit files a complaint at the local police station, the easiest way to threaten him is to file a false counter complaint. This is happening throughout Tamil Nadu. Since most of the dalits are unaware of the legal procedures, they often withdraw the case out of fear. The case against the girl's father is also a false counter-complaint," said A Kathir, director of Evidence.

Upper caste youth attack dalit in Haryana
ROHTAK: A group of upper caste youthallegedly urinated on the face of a dalit vendor after beating him at Mokhra village in Haryana's Rohtak district on Monday night.
Ashok Kumar, 22, of the Balmiki community sells eggs for a living. He was beaten up near a liquor shop when he tried to stop five jat youth from stealing his money and snatching away some eggs.
When he protested, the youth beat him. He was rescued by some onlookers, who rushed to the spot and tried to settle the dispute. When Kumar left for home about 10pm, the youth again attacked him at an isolated place.
"The men urinated on my face and stole Rs 2,500 from my cart. They also broke my cart before fleeing," said Kumar. He was admitted to Rohtak's Post Graduate Institute of Medical Sciences.
Police registered a case for causing hurt, criminal intimidation, attempt to rob, and also under sections of SC/ST Act against the five accused on Tuesday morning.
"We have identified three of the accused while a probe is on to identify the rest. Police are raiding the hideouts of the suspects," said Meham DSP Prithvi Singh.

Constable at Moodbidri abetting goondas
MANGALORE: A police constable at Moodbidri police station helps goondas by indirectly supporting the atrocities against the Dalit community, alleged Dalit leader M A Naik at the SC/ ST monthly grievance meeting at the Commissioner’s office on Sunday.
Accusing constable Dhanraj of being a goonda supporter, Naik said that though Dalits had filed cases against the goondas, the accused managed to come out clean as they were supported by Dhanraj. Such constables should be transferred, he said adding that the murder of two Dalit women was still unsolved at Moodbidri.
�DCP (Crime) Dharmaiah assured of taking stringent action against the constable if the allegations were proven.
�The department is doing all it can to trace the miscreants with regard to the murder, he said.
DSS state committee member P Keshav said that though the government had been providing loans to the SC/STs to purchase auto rickshaws, the Regional Transport Authority (RTA) had not been providing them with permits.Dharmaiah said the police department had no power to ask the RTA to issue permits.We can inform them about this during the next meeting of the RTA, he assured.
Dalit Rights Committee city secretary Lingappa Nanthoor said title deeds should be provided to those residing on government land.If the district administration evicts these people, they should be provided with alternative land, he urged.Another Dalit leader said that a month ago, a traffic policeman on duty near PVS Circle abused a Dalit for a silly reason.When the DCP sought the exact date and time of the incident, the leader could not recollect the details.
DCP Dharmaiah then said that people who work in the police department are also human beings and sometimes worked under pressure.
�People should cooperate with the police, and before filing allegations, full details of the incident should be given.

Dalits from another village sits on dharna
CHANDIGARH: Two days after 70 dalit families in Haryana left their homes alleging social boycott by upper-caste residents of Bhagana village, dalits from another village held a sit-in protest in Hisar on Wednesday.

Ten dalit families from Dhani Thakriya met superintendent of police Anil Dhawan to complain that they were facing caste-based discrimination after a dispute with people of upper caste over village's common land. On their complaint, police had booked over a dozen persons under the SC/ST Act and also arrested three of them. "We want all the accused arrested," said Mohan, the representative of the protestors.

However, the SP said it was a dispute between two familes belonging to two different castes. "Its not a caste conflict," he said. Even the village sarpanch, who belongs to a dalit family, doesn't agree with the allegations of the agitators, said Dhawan. After meeting the SP, the dalit families left for their village.

However, the 70 dalit families from Bhagana village are still camping in front of the district headquarters. "We will return to the village only after an FIR against members of the upper caste is registered for passing caste-related remarks," announced BSP leader Balraj Satrodia. Meanwhile, the district administration has appointed an investigation officer of the rank of deputy superintendent of police to investigate the allegations.

A spokesperson of the administration claimed that about 530 families in the village belonged to backward classes and scheduled castes whereas only 50 families were agitating on the issue.
Hindi magazine ‘Dalit Dastak’ launched yesterday
Monthly Hindi magazine ‘Dalit Dastak’ was launched yesterday. It includes true stories of Indian citizens who are fighting for justice.

The magazine will be available in Delhi, Jharkhand, Bihar, Chattishgarh, Rajasthan and Maharashtra. Ashok Das is the Editor of the magazine. He has been running a website that tackles similar issues for the last three years.

Speaking with exchange4media, Das shared, “The magazine will support people who haven’t got justice.”
“The website garnered good response but people from small states were unable to reach us. Hence, we decided to launch a magazine so that it becomes easier for readers to connect.”

The cost of the magazine is Rs 20 and annual subscription is available for Rs 250. There are 52 pages, including eight coloured pages. About 4000 copies have been published. The print run will be increased based on the response the publication receives. It will be available in book stores, stalls, etc.

Discrimination against SC, ST, OBC doctors in AIIMS: MPs
Members from various parties on Monday alleged in the Lok Sabha that discrimination was being meted out to SC, ST and OBC doctors in the All India Institute of Medical Sciences (AIIMS) and some other medical institutes, driving some of them to suicide.

The issue was raised during Zero Hour by Mangani Lal Mandal (JD-U) who said that reservation for SCs, STs and OBCs in the AIIMS has been a matter of controversy.He said despite backlog in reservation, recruitments were taking place through backdoor.Mandal alleged that doctors belonging to SC, ST and OBC are even discriminated in provision of food.He was supported by PL Punia (Cong) who went on to add that discrimination meted out to SC,ST and OBC doctors was forcing some to commit suicide.

Terming it as shameful, Punia said there should be a probe into the matter.
He said such "discrimination" was meted out not only in AIIMS but some other medical institutes like Chattrapati Shahuji Maharaj Medical University in Uttar Pradesh where 24 out 26 SC students were "deliberately" failed.

Joining Mandal and Punia, Dara Singh Chauhan (BSP) said doctors were being forced to resort to suicide despite getting into medical colleges on merit.
"There is a conspiracy against SCs, STs....The students are deliberately failed in practicals (exams) so that they are not able to stand up to others," he alleged.

Kirori Lal Meena (Ind) alleged that reservation for SCs and STs had been done away with in Delhi and demanded that a pending bill of 2004 should be brought at the earliest to protect their rights.
He warned that there was unrest among these communities which could grow if the Constitution was not amended to protect their rights.

University student gangrape: SC/ST panel for trial by fast track court
Sonipat: The National Commission for Scheduled Castes and Scheduled Tribes (NCSC/ST) has demanded transfer of the case pertaining to the gangrape of a first year LLB student of BPS Women's University at Khanpur Kalan in Sonipat to a fast track court for speedy trail and justice to the victim girl.

Commission member Lata Priya Kumar, who was leading a five-member team, however, expressed satisfaction over the swift police action to nab the accused. "We have interacted with the victim girl, who was staying with her mother and other hostel mates at the hostel after the incident. She appears to be recovering from the shock and trauma. It's important that the culprits get punishment for their crime. The case should be shifted to a fast track court so that the victim gets justice as early as possible", Kumar told mediapersons here on Friday evening.

Earlier, the commission team held lengthy meetings with varsity authorities, including vice-chancellor Pankaj Mittal, pro-vice-chancellor Balbir Kaur and registrar Asha Kadian at the varsity. The team members also discussed the matter with deputy commissioner, Pankaj Aggarwal and SSP Arun Singh at the PWD rest house, Sonipat and asked the district administration to take steps to ensure safety and security of the students.

"I have given certain suggestions, including issue of photo identity cards and police verification of employees engaged on casual or regular basis and other precautionary measures to the university authorities. We have also asked police to depute officials for organizing awareness programmes at the university premises to acquaint the students with tackling problems like eve-teasing and sexual harassment and to instill a sense of security among girls".

Meanwhile, the varsity has announced resumption of examinations from May 28, which were postponed in view of the students' agitation over the gangrape incident.

'Discrimination' forces 70 Dalit families out of their village in Haryana town

Humiliated, harassed and discriminated against, around 70 Dalit families have claimed that hostile conditions forced them out of their village in Haryana's Hisar district. They alleged that they were facing a social boycott by some upper caste villagers.
Protesting the alleged discrimination, these families locked their houses in Bhagana village and moved to the district headquarters. They claimed that the boycott of their community has been going on for over three months and the harassment ranged from being denied water from the community well to the use of abusive language on the streets.

The boycotted Dalits also claimed that the upper caste locals had illegally occupied their farm lands while they had been driven out. Camping outside the deputy commissioner's office since leaving their village, they have been demanding justice.
"We are in a very bad condition... Upper class people have threatened the local grocery shop owners not to sell any item of daily use to us otherwise they will be fined Rs.1,200," alleged a protestor.

"We just asked for some space in the village land where we can feed our cattle and do some farming to earn our daily bread, but we were denied that right also," claimed another villager.
The protest has been gaining momentum with support from members of other backward communities. The leaders of these communities have threatened to intensify the stir.
"We will not bear discrimination in silence. We want the government to take strict action against such discrimination. Khap panchayats cannot give absurd verdicts," said a Dalit leader.

The deputy commissioner of Hisar promised to take action against the guilty.
"Under NREGA we will provide employment to everyone in the village irrespective of their caste. The work has already begun. We had also suspended the sarpanch earlier, but he was reinstated. Disciplinary action is being taken against him," the DC said.

Past incident
Only a couple of months ago a Dalit man's left hand was chopped off after he drank water from the field of an upper caste person in Daulatpur village. The man who attacked 26-year-old Rajesh was arrested.
"I did not imagine he would attack me with a sickle. He took it out from his blanket and cut my hand. He asked me where I was from. I said Sinyana. Then he asked me which community I came from. He then abused me how dare I drink water from his earthen pot," Rajesh said.

राजनीती में पूंजीकरण और दलितों का भविष्य 
भारत की आजादी के कुछ साल बाद जब संविधान लागू हो गया और चुनावों की शुरुआत हुई तो दबंगों ने चुनावी क्षेत्रों के पोलिंग बूथों पर कब्ज़ा किया और चुनावों पर आसानी से विजय पायी. आज आजादी के इतने समय बाद भी भारतीय चुनाव एक अनबूझ पहेली हैं. कहने के लिए तो ये चुनाव पूर्ण सुरक्षा के साथ होते हैं और गिनती भी निष्पक्ष हो गयी है, पर क्या चुनाव का वास्तविक उद्देश्य पूरा हुआ है? शायद नहीं. आज पूंजी एक बहुत बड़ी शक्ति है  जो किसी भी उम्मीदवार के टिकट पाने और जीतने की कुंजी बन गयी है. किसी भी पार्टी से चुनाव लड़ने के लिए उम्मीदवार का पूंजीपति होना आवश्यक हो गया है. आपके मन में देशभक्ति का जज्बा भले न हो लेकिन अगर तिजोरी में धन है तो आप किसी न किसी पार्टी के टिकट से चुनाव लड़ ही सकते हैं. और लड़ ही क्या जीत भी सकते हैं क्योंकि पूंजी है तो गरीब लोगों को बहकाना क्या मुश्किल है. राजनीतिक पार्टियाँ भी अपने जीतने के प्रतिशत को बढ़ने के लिए किसी भी पूंजीपति को टिकट दे देती हैं, भले ही वो एक अपराधी या हिस्ट्रीशीटर ही क्यों ना रहा हो. 

चुनाव आयोग हमेशा से ही चुनाव सुधारों पर जोर देता रहा है, पर उसे इतनी शक्तियां ही प्रदान नहीं की गयी हैं कि वो अपराधियों और भ्रस्ताचारियों को चुनाव में खड़े होने से रोक सके. वो बेचारा तो बार बार संसद कि तरफ देखता है और ये उम्मीद करता है कि शायद कोई जागरूक सरकार आ कर उसके प्रस्तावित चुनाव संशोधनों पर कोई कानून बनाएगी. पर ये दिवा स्वप्न से कम नहीं है. ये कैसे संभव है जब संसद के अन्दर एक चौथाई अपराधी बैठे हों. वो क्या ऐसा होने देंगे? 
दलित नेता भी इससे अछूते नहीं हैं. दलितों में भी सिर्फ वे ही चुनाव के काबिल समझे जाते हैं जो पार्टी को लाभ दे सकें भले ही वो सरकार आने पर दलितों का पैसा ही लूट लें. दलित उद्धार योजनाओ के नाम पर बहुत सारा धन सरकारी खजाने से निकाला जाता है पर ये दलितों कि भलाई में नहीं लग पाता. कभी क्या हम दलित भाई ये विचार करते हैं कि क्यों आखिर हमारे बीच के नेता ही हमारे लुटेरे हो गए. ये एक साधारण सी बात है. अगर एक पूंजीपति अपना धन चुनाव के समय खर्च करता है तो जीतने के बाद उसका कई सौ गुना कमाने कि इच्छा भी वो रखता है. यही कारण है कि चुनाव एक व्यवसाय जैसा हो गया है. जिससे हम दलितों का धन जो सरकारी खजाने से निकलता तो है पर कहाँ अदृश्य हो जाता है पता नहीं चलता.  

अब प्रश्न ये उठता है कि दलित बेचारा करे भी तो क्या? क्या उसे इन अपराधियों या भ्रस्ताचारियों  में से ही किसी एक को चुनना उसकी मजबूरी है? या कोई अन्य उपाय भी है? उपाय हर समस्या का होता है और इसका भी है. ये समस्या हमसे ही शुरू होती है इसलिए इसका इलाज भी हमारे पास ही है. जरा सा सोचने कि जरूरत है. इन अपराधी या भ्रस्ताचारी उम्मीदवारों की चुनावों में इतनी रूचि क्यों है. वो सिर्फ इसलिए कि मंत्रियों के पास पैसा, पावर और रसूख सब कुछ होता है. पैसा और पॉवर तो अपराधी आसानी से पा सकते हैं पर सरकारी रसूख उनको मंत्री बनने पर ही मिल सकता है. 

अगर हम इन अपराधियों या भ्रस्ताचारियों को चुनावों से दूर करना चाहते हैं तो हमें अपने आप पर और अपने समाज को जागृत करना होगा. कोई गरीब से गरीब दलित भाई भी अपने वोट का उपयोग किसी लालच में ना करें. ऐसे दलित भाइयों को ये समझाएं कि ये दलित समाज के हित में नहीं है और इसके दुस्परिणाम क्या होंगे. गरीब दलित भाई गरीब जरूर होता है पर मंद बुद्धि बिलकुल नहीं. अगर उसे सही तरीके से समझाया जाये तो वो जरूर बातों को समझेगा. हमारे दलित समाज के एकजुट ना होने के कारण गरीब दलित अपने को समाज से अलग थलग महसूस करता है जिसके कारण वो अपनी मजबूरी और थोड़े से लालच को प्राथमिकता दे देता है. अगर हम अपने सभी दलित भाइयों को एक साथ जोड़ने में समर्थ हो गए तो ये राजनीतिक पार्टियाँ ऐसे अपराधी और भ्रस्ताचारियो को टिकट देना बंद कर देंगी. जब उनको महसूस हो जायेगा कि दलित समाज से पैसे के जोर पे कोई वोट नहीं ले सकता तो वो सही प्रतिनिधियों को मौका देंगे और यही सही समय होगा जब हम उन सही प्रत्याशियों को चुन सकें. एक सही और बेदाग प्रत्याशी ही हमारे समाज के हित में काम करेगा. 

मेरा अपना निजी विचार है कि हमें किसी भी प्रत्याशी जो चुनावो में तय सीमा से ज्यादा खर्च करता दिखता है उसे तो कतई वोट नहीं देना चाहिए क्योंकि जो चुनाव आयोग से गद्दारी कर रहा है हो हमें कैसे छोड़ देगा. ये अतिरिक्त धन जो चुनाव में वो खर्च करेगा वो जीतने पर हमारे पैसे से ही वसूल भी करेगा. 

वोट किसे देना चाहिए ये एक निजी अधिकार है इसलिए मैं किसी पार्टी या प्रतिनिधि की बात नहीं करूंगा बल्कि सिर्फ इतना कहूँगा कि सबकुछ चुनाव आयोग की जिम्मेदारी नहीं है, कुछ हमारी जिम्मेदारियां भी हैं जिन्हें हमें जानना चाहिए और एक दूसरे को इससे अवगत भी कराना चाहिए. अगर हम ऐसा करते हैं तो ये अपने दलित समाज की सच्ची सेवा होगी. 

Hisar village Dalits allege harassment

Hisar (Har), May 22 (PTI) Alleging harassment by members of the majority community, a few Dalit families of village Bhagana here are squatting near the mini-secretariat here with their belonging and livestock as a mark of protest. The protesters met the district authorities on the second day of their protest today and complained that some powerful people in the village have constructed a wall in front of their houses, an aggrieved member said. Meanwhile, to resolve the issue, Deputy Commissioner Amit Aggarwal and SP Anil Dhawan went to the village to meet both the groups. A piece of land in the village has become a bone of contention between the two rival groups.

INLD MP condemns gangrape of dalit law student in Haryana

New Delhi, May 22 (PTI) An INLD member in Rajya Sabha today strongly condemned the alleged gangrape of a dalit law student in Congress-ruled Haryana and demanded strict action against the perpetrators of such crime and justice to the victim. Raising the issue during Zero Hour, Ranbir Singh Prajapati said the dalit student, pursuing BA-LLB course at Bhagat Phool Singh Mahila Vishwavidyalaya in Sonepat, was abducted near the university campus by four youth and then gangraped. "The accused threatened the girl with dire consequences the next day in the hostel while the University administration failed to take any step under the pretext of honour," he said. A police case was registered only when other students, who came to know about the incident, sat on dharna and the police arrested three of them and sent them in judicial custody. Prajapati said this was not the lone incident as earlier a student pursing MA in English Literature committed suicide in February 2011 while two other girls committed suicide in March and sought immediate action to redress the issues and provide justice to victims. Mohammed Adeeb (Ind) said great injustice was being meted out to Jawaharlal Nehru Medical College under Aligarh Muslim University which was alloted barely Rs 2.10 crore for 1200 patients in comparison to other hospitals.

Dalit woman attacked with sword for turning down upper caste proposal

A Dalit woman, 17 years old, has been attacked with a sword in Maharashtra's Satara district on today.
The victim is being treated in hospital for serious injuries. She was attacked on her hands and head.
The man who allegedly attacked her had been stalking her for some time, the victim's mother claims. She said that he had been threatening the family on the phone after they made it clear that his marriage proposal was not acceptable because he is from a different caste.
The alleged attacker is 20 years old and is missing. A case has been registered against him at the Satara city police station.
Reservation: Dalits stage demonstration in capital
New Delhi, May 21 (PTI) Dalit activists today staged a demonstration here demanding reservation for the community in promotions and threatened to launch a massive protest if their demands are not met. The protest was organised by All India Confederation of SC/ST Organisations at Jantar Mantar. A R Joshi, chief patron of the Confederation, said they were sending a memorandum to President Pratibha Patil and Prime Minister Manmohan Singh. "If we do not get positive response from them, then we'll intensify our struggle," he said. Acting Chairman of the Confederation and representative of the All India SC/ST Railway Employees Association, Ashok Kumar said they demand reservation not only in promotions but elsewhere also where none exist. The protesters also demanded that the reservation be provided in private sector, higher education and judiciary.
Gangrape victim a dalit, SC/ST Act invoked
ROHTAK: The gangrape of an 18-year-old law student of Bhagat Phool Singh Women's University in Sonipat took a new turn on Sunday when it came to light that the girl belonged to a dalit community.
Sources said the victim, who was staying with her mother in the hostel under police protection, was still in a state of trauma. University vice-chancellor Pankaj Mittal said that the girl was being counselled regularly. "I have talked to the girl. She is doing fine," said Mittal.
The girl was abducted last Wednesday morning from outside the campus located at Khanpur Kalan village in Sonipat and gangraped in the nearby fields in broad daylight by four people, including the incharge of a hostel mess. Gohana police station SHO Kanwal Singh said that police have included relevant sections under the Scheduled Caste and Scheduled Tribe (Prevention of Atrocities) Act, 1989 when they registered the FIR on Thursday night, along with abduction and gangrape charges under the IPC.
He said they were interrogating the three accused - Amit Malik, Jaipal Singh, both residents of Khanpur Kalan and Bhupender Singh of Mundlana village. The fourth accused, Vikas alias Vikki, who has been booked for criminal conspiracy had been evading arrest. Police parties were continuing to raid suspected hideouts to nab him, he added.
Meanwhile, INLD leader Ajay Chautala said would complain to SC/ST commission about the incident and would seek its intervention to bring justice to the victim girl.

8-year-old dalit child molested

An eight-year-old dalit child was molested and a finger was penetrated intoher private parts in the Kalanjoor panchayat of Pathanamthitta district on Thursday night.
The accused Jayan, 31, of Vakappara of the district was arrested by the Koodal police and he was remanded to judicial custody for 14 days by the Pathanamthitta first class judicial magistrate on Friday. The victim is being treated at the Pathanamthitta general hospital following bleeding.
M.B. Shobhana, the mother of the victim said that the incident took place at 9.30pm while the child was getting out of the house to go to the toilet.
“While she was doing so, Jayan who was hiding near the house took the child away closing her mouth and penetrated a finger into the child’s rectum,” she told Deccan Chronicle.
“When we rushed to the site following the child's cry, we found blood stains on her dress. She told us that Jayan tried to penetrate his finger into her private parts. Immediately we brought the child to the hospital and lodged a compliant at the Koodal police station.’’
Thankamma, grandmother of the victim, said the victim was the child of a scheduled caste Muslim couple.
Azad Shah, the victim’s father, is a domestic worker. “The victim is a student of class IV in Kollampally SN UPS. Jayan, a domestic worker and neighbour, had close contact with the family until some months ago.
Recently Jayan, father of two was involved in another molestation case in the area, and so he shifted his family to a rented house not far from the victim's home,’’ Thankamma said.
Meanwhile, Koodal police arrested Jayan from Athirinkal on Friday at 2 pm. According to sources, the accused had accepted his part in the crime.

दलित राजनेता और उनकी कार्य समीक्षा 
आज दलित समाज की आँखें भले ही राजनीती की और इस आस से लगी हों कि उनकी सरकार उनकी जीवन शैली को बेहतर बनाएगी. पर क्या उनके पास इसका कोई मजबूत आधार हैवो किस आधार पर ये सोच सकते है ? क्या केवल राजनेताओ के वादों परनहीं. राजनीती एक दुधारी तलवार है जिससे अगर सही तरीके से दुश्मन पर वार किया जाए तो  विजय दिलाती है और अगर गलत तरीके से इस्तेमाल किया जाये तो स्वयं को हानि पहुंचा सकती है. मै किसी राजनेता या उनके वादों का विरोध नहीं कर रहा बल्कि अपने दलित समाज को सिर्फ इतना कहना चाहता हूँ कि वो समय समय पर राजनीतिज्ञों कि कथनी और करनी का अवलोकन जरूर करते रहें. 
मैं अपने दलित समाज के उन सभी बुद्धिजीविओं से अनुरोध करना चाहूँगा जो समर्थ हैं और जिनका राजनीती से कोई सीधा सरोकार नहीं है, वे सभी अपने अपने अनुभवों के आधार पर इन राजनीतिज्ञों के कार्यों की समीक्षा करें और अपने समाज के साथ उन्हें शेयर करें. हमारे बहुत से साथी जो गरीब हैं और असमर्थ हैं, जिनको राजनीतिज्ञ अपने सस्ते वोट बैंक की तरह इस्तेमाल कर लेते हैं. उनको उनके भले और बुरे के बारे में बताएं. ऐसे दलित भाइयों का ये जानना बहुत जरूरी है कि उनका भला किसमे है.   
आज लगभग हर पार्टी एक दलित नेता चुनाव में खड़ा कर देती है. पर हमें ये जानना बहुत जरूरी है कि वो दलित नेता क्या वाकई दलितों का प्रतिनिधित्व कर रहा है या फिर सिर्फ सत्ता पाने के लिए दलितों के वोट बैंक का इस्तेमाल. भले ही ऐसे नेता हमारे दलित समाज से आते हों पर अगर वो दलितों के हित में काम नहीं करते तो वो सवर्णों से भी ज्यादा खतरनाक हैं, ये वो लोग हैं जो दलितों का मुखौटा पहिन कर दलितों का ही शोषण करते हैं. दलितों के मतों को सवर्णों के हाथों बेंच देते हैं. हमें ऐसे विभीषणों से बचने की जरूरत है. 
इसीलिए मैं कहना चाहता हूँ कि दलित नेता चाहे वो किसी भी पार्टी से खड़े हों उनके कार्यों की समीक्षा करने की बहुत जरूरत है. हर दलित व्यक्ति को ये जानने का अधिकार है की इनका चुना दलित नेता उनके हितों के लिए क्या कर रहा है. ऐसा इसलिए भी जरूरी है क्योंकि दलित अभी बहुत ज्यादा पिछड़े हुए हैं, उनको एक बहुत लम्बी दूरी तय करनी है और वो भी बहुत जल्द. अतः मेरा आप सभी दलित भाइयों से ये मेरा सविनय अनुरोध है कि अपने विचारों को एक दूसरे से जरूर बाँटें. ये हमेशा याद रखें कि दलित अमीर हो या गरीब, कहलाता वो दलित ही है. इसलिए अपने हर भाई का सहयोग करें. जितना भी हो सके एक दूसरे को ये अहसास दिलाएं के वो अकेला नहीं है दलितों का पूरा समाज उसके साथ है. ये संघर्ष तब तक जारी रहना  चाहिए जब तक इस वर्ण व्यवस्था का समूल नाश नहीं हो जाता.     ----जय भीम 

1 lakh cases of SC/ST atrocities pending: Govt
With over one lakh cases of atrocities against SCs and STs pending, the government is considering amendments in the existing law to fast-track trial, the Rajya Sabha was informed on Thursday.
Social Justice and Empowerment Minister Mukul Wasnik said during Question Hour that a concept note was sent to state governments for comments on amending the Scheduled Castes and the Scheduled Tribes (Prevention of Atrocities) Act, 1989.
He said that out of over one lakh cases of atrocities pending at the end of 2010, the highest number of 19,939 cases were pending in Uttar Pradesh, followed by 13,590 cases in Madhya Pradesh.
Rajasthan had 11,524 cases pending at the end of 2010, Gujarat - 9,437, Odisha - 8,826, Bihar - 7,776 and Karnataka -6,044, he said.
Wasnik, who did not specify the proposed amendments, said six states had not yet given their opinion.
He said states were being impressed upon to set up special courts to try cases of atrocities on SCs and STs in places where conviction rate is low, pendency is high or registration of cases are high.
He also said public prosecutors would be denotified if they did not perform their job well. 
Drunk men set 14-yr-old Dalit ablaze in Vidisha
BHOPAL: Three men apparently under the influence of liquor, set a 14-year-old Dalit boy afire after dousing him with country liquor in Vidisha town, 60 kms away from here.
The boy's fault was that he refused to fetch glass tumblers for the three. The boy, Rajesh Ahirwar, sustained 40% burns and is hospitalized at the district hospital.

At 10 pm Vijay Jadon, Prem Pal Singh Gadariya and Sanju Ahirwar reportedly queued-up outside a liquor shop in Kararia Chouraha on the outskirts of Vidisha. They already had several rounds of country made liquor but wanted to continue with their binge.
The boy, Rajesh, had hardly thought that ignoring the order of the accused would cost him his life. They purchased more country liquor from a nearby shop and were walking towards an open space to consume it when they realised they needed glass tumblers.

The drunken men spotted a young boy sitting on a bench near a roadside 'paan' stall. The teenaged boy, a student of class VII, was playing with a stick. The trio approached Rajesh and asked him to fetch three glass tumblers from his home. The boy refused and got busy with his play.

Before Rajesh could understand what happened, one of the accused allegedly doused him with the country liquor left in his bottle and the other walked over to paan' shop.
They snatched a lantern from the shop and threw it at the boy. People rushed to inform the boy's family after which Ahirwar rushed his son to the hospital. "There was no electricity and it was warm inside the house hence my son had gone out to play in the cool breeze,'' said the victim's father Ram Pravesh Ahirwar.

The incident occurred less than 25 feet from the local Kararia police station. Father of the victim alleged that his son was set on fire by hoodlums and no one from the police station came to help or take the boy to the hospital.
DGP Nandan Dubey ordered an inquiry into the incident by inspector general of police Vijay Yadav. Police said a case has been registered against the three under sections 307 (attempt to murder), 294 (obscenity), 506 (criminal intimidation) of the IPC and relevant sections of theSC/ST Prevention of Atrocities Act.

Police reluctant to file cases against saffron activists: Dalit leaders
Mangalore: Dalit leaders on Sunday complained about the alleged reluctance of police in filing cases against saffron cadres, who carry out attack in the name of moral policing, during a grievance meet convened by superintendent of police Abhishek Goyal here.
Guruvappa, a dalit leader from Kadaba in Puttur taluk, alleged that assistant sub inspector of Kadaba police Rukmayya Gowda threatened dalit community members when they visited the police station to lodge a complaint against a member of an upper caste community.

"This kind of attitude by the police will help upper class members continue to exploit dalits. The officer also had threatened a dalit family for lodging a complaint against leaders of pro-Hindu organizations, who forced a dalit girl to file a false complaint against a Muslim Youth. Pro-Hindu organizations leaders wanted the girl to file a false complaint that the Muslim youth had tried to kidnap and molest her," he explained.SP Abhishek said that the police have already arrested three accused based on the complaint filed by the girl. "We will initiate action against the ASI if the girl or her family members file a complaint," he added.

Pro-quota category staff threaten to boycott dalit MPs, MLAs

LUCKNOW: Raising the pitch against the state government move to quash reservation in promotions, employee of the reserved category organised a state-level convention here on Sunday. Under the aegis of Arakshan Bachao Sangharsh Samiti, the employees gave a call to socially boycott the dalit MPs and MLAs in case they do not take up the matter in Parliament and assembly.
Addressing the gathering of employees, Justice Khem Karan said the issue will not get resolved until employees rope in best lawyers and legal experts.
Samiti president KB Ram said the objectives of the samiti will be taken to the nook and corner of the state. Samiti convenor AK Verma said the protest will also be held in Amethi and Rae Bareli, the parliamentary constituencies of Rahul Gandhi and Sonia Gandhi respectively.
Taking a dig at Rahul Gandhi, samiti members said just by eating food in the houses of dalits would not solve the problems.

Meanwhile, a delegation of Sarvajan Hitai Sanrakshan Samiti, UP, met the state Bharatiya Janata Party president Laxmikant Bajpayee and other senior party leaders on Sunday and handed over a memorandum to them. The delegation solicited BJP's support to the Samiti, which is spearheading its protest to the attempts being made to change the Supreme Court's judgment in reservation in promotions for SCs and backwards and consequential seniority.
President of the samiti Shailendra Dubey, who led the delegation, asked the BJP leaders to clear their stand on this issue and take effective action at their level. The delegation told the BJP leaders that officers, employees, social organisations, teachers, lawyers, students and unemployed youths all over the country would vehemently oppose any move to tamper with the basic structure of the Indian Constitution.

भीम वंदना : परिचय एक दलित का दूसरे दलित से 
प्राचीनकाल से ही दलितों की उपेक्षा उच्चवर्णीय समाज के लोगों ने की पर क्या एक दलित ने दूसरे दलित की पीड़ा को समझा? क्या वो एक दूसरे के निकट आये? क्या उन्होंने अपने को एक दूसरे से जोड़ने का प्रयास किया? मेरे विचार से तो शायद नहीं या फिर ये कहें कि जितना भी किया वो काफी कम था. ऐसा शायद इसलिए भी था कि वो एकता के प्रभाव से अनभिज्ञ रहे हैं. सच्चे ह्रदय वाले और स्वाभिमानी लोग रहे हैं दलित. उन्होंने किसी के अधिकारों में कभी हस्तक्षेप नहीं किया बावजूद इसके कि उनको पीड़ा देने में सवर्णों ने कोई कमीं नहीं की. आज जब दलित युवा अपने वजूद को तलाश रहे हैं क्या ये हम सब दलितों की जिम्मेदारी नहीं बनती कि हम उनका मार्ग प्रशस्त करें. और ये सब हम तभी कर सकेंगे जब हम सब एकजुट होंगे. 
मेरे विचार से इसके कई उपाय हैं जैसे हमें अपने उत्सवों को बढ़ाना चाहिए. एक जगह मिलने के बहाने तलाशने होंगे ताकि हम अपनी जनशक्ति को जान सकें, एक दूसरे के विचारों को समझ सकें, एक दूसरे के दर्द में उनका साथ दे सकें. लगभग सभी दलित भाई "डॉ. भीमराव अम्बेडकर जी" के समर्थक हैं तो फिर क्या हमें साप्ताहिक या मासिक रूप से सम्मलित होकर "भीम वंदना" नहीं करनी चाहिए? वो व्यक्ति जो दलित समाज को उसके अधिकारों कों दिलाने के लिए जीवन भर संघर्षरत रहा क्या वो हमारी आराधना का अधिकारी नहीं है? बिल्कुल है. हम राम या कृष्ण को तो पूजतें हैं जिनके होने या न होने का कोई प्रमाण न तो सवर्णों के पास है, और ना ही विज्ञानं के पास. पर जिनके जीवन का प्रमाण हमारे पास है और जिनके संघर्षपूर्ण जीवन से हम सब परिचित हैं क्या हमें उन्हें अपने पूज्य का दर्जा नहीं देना चाहिए. मेरे विचार से तो हर दलित का एक ही पूज्य होना चाहिए और वो अपने बाबा साहेब हैं. 
"भीम वंदना" का उद्देश्य सिर्फ अपने बाबा साहेब जी की पूजा नहीं है बल्कि इन समारोहों द्वारा एक दूसरे से मिलना और एक दूसरे को जानना भी है. हम आज महंगाई के उस ज़माने में खड़ें हैं जहाँ किसी व्यक्ति को इतनी फुर्सत नहीं कि वो अपने बगल के घर में झांक कर ये भी देख सके कि उसका पडोसी बीमार या दुखी तो नहीं. इस ज़माने में अगर गरीब दलित वर्ग एक जुट हो कर नहीं रहेगा तो उसे बिखरते देर नहीं लगेगी. सिर्फ अपने लिए दो वक्त का भोजन जुटा लेना ही जीवन नहीं है ये हम सभी को जानना ही होगा, जिससे हम अपने जीवन स्तर को उठा सकें. अगर हम सिख धर्म के लोगों को देखें तो शायद वो हम उनसे कुछ सीख सकें. वो अपने गुरुद्वारों के माध्यम से एक दूसरे से हमेशा जुड़े रहते हैं इसलिए संख्या में कम होने पर भी वो सक्षम हैं. वो अपने हर गरीब भाई की मदद को हमेशा तत्पर रहते हैं. ये उनकी कुछ गुण है जो हमें भी अपने अन्दर ग्रहण करने चाहिए. अगर हम एक दूसरे से जुड़ने में कामयाब होते हैं तो अपनी परेशानियों और दुखों को दूर करने में हमें ज्यादा समय नहीं लगेगा. आशा करता हूँ की मेरा दलित समाज मेरी इस बात पर गौर जरूर करेगा.              -- जय भीम

UP govt replaces names of Ambedkar and dalit leaders in welfare scheme

LUCKNOW: In a major decision that may lead to controversy, the Samajwadi Partygovernment in Uttar Pradesh on Friday scrapped around 30 schemes and projects, named after the dalit icons, introduced during the previous Mayawati's regime.

Significantly, the decision was taken at a time when the Parliament was witnessing uproar over the objectionable cartoon of BR Ambedkar in NCERT books.
While the village development scheme named after dalit icon BR Ambedkar has been replaced with the development scheme for the villages named after socialist Ram Manohar Lohiya, the Manyawar Kanshiram zoological garden located in Gorakhpur district has been renamed as Ashfaqullah Khan zoological garden. Kanshiram was BSP founder and dalit leader, whereas Ashfaqullah Khan is the legendary revolutionary freedom fighter who made supreme sacrifice for the country.

The state government also scrapped the quota of 23% for scheduled castes and tribes in allotment of government contracts upto Rs 25 lakh on grounds that it was a hindrance in competitive bidding and quality of work was suffering. The quota was introduced by Mayawati in 2009 in a bid to retain her dalit base after poor show in Lok Sabha polls. The state government also decided to drop the name of Dr BR Ambedkar from the "Dr Ambedkar Gram Sabha Vikas Vibhag".
These decisions are taken in the meeting of the cabinet haired by chief minister Akhilesh. It was also decided that to revive Dr Ram Manohar Lohiya Samagra Gram Vikas Yojya and scrapped Dr Ambedkar Gram Sabha Vikash Yojna. The Samajwadi Party leaders, however, insisted that the village development scheme in the name of Lohiya has been revived. It was was introduced in 1990 during Mulayam Singh Yadav rule but was scrapped by the Mayawati government in 2007.

Regarding renaming of the zoological garden in Gorakhpur, the government in its press release stated that the decision was only a small tribute to the supreme sacrifice made by the revolutionary Ashfaqullah Khan. With regard to dropping the name of Ambedkar from the village development department and schemes, the release stated that the work done under the said schemes have been included in the scheme named after Lohiya. There was no need to have two schemes for a job.

Haryana govt institute segregates SC/ST students; puts them in separate wing

Even as the central and state governments have been talking about the right to education, an institute run by the Haryana government in Narnaul district has created a separate wing for the students of scheduled castes (SC) and scheduled tribes (ST) holding there special classes for them.
Headlines Today visited the recently inaugurated ST/SC wing of Narnaul Institute of Technical Training. The way it has been created clearly showed that the institute, meant to impart knowledge, has been giving the students lessons on discrimination.
Not too far away from the national capital, the college seemed to be treating the ST/SC students as untouchables as they were given special classes separately from general category students.
A student Pradeep Kumar said, "This is a move to segregate students. Everyone has the equal right to education. This is a move to spread casteism in the field of education."
"All students should study in the same building... This move to segregate students is wrong," said another student Sanjay Kumar.
However, the college administration gave a bizarre defence for the discrimination as principal Harminder Singh called it a "special privilege" for the SC/ST students.

Shockingly, the separate wing was inaugurated by Haryana Chief Minister Bhoopinder Singh Hooda himself. When an RTI activist sought information on whether an institute existed with separate buildings for SC/ST students, the reply was a clear "no".
RTI activist Manoj Vishwakarma said, "This move is aimed at branding SC/ST and Dalit students, which is a crime."
INLD leader Om Prakash Chautala attacked the Congress government over the issue. He said, "The present government is dividing people on the basis of caste and religion."
After facing flak for the insensitive move, the state government rushed to save face.
Haryana Education Minister Geeta Bhukkal said, "We have passed instructions that this practice should be discontinued and the board should be removed."
SC panel promises actionTaking cognisance of the matter after Headlines Today brought the discrimination by the institute to his notice the chairman of National Commission for Scheduled Castes (NCSC), P.L. Punia promised action against the institute and the state government.
"This is a serious matter. We will serve notice to the Haryana government and seek answer from them. This is not acceptable. We will take serious action," Punia said.
Haryana has recently seen a spurt in caste tensions. Thoughtless moves like creating a separate wing for SC/ST students in a government-funded institution can only further increase the resentment among people.

'Dalit development projects overthrown'

The UDF government should recognise that the Dalit development projects have been overthrown for the last 35 years, SC/ST Education Development Samithi said.
Statistical data from Kerala Institute of Local Administration (KILA) show that the budget allocation for SC/ST development is not reaching the deserved people.
According to a study by KILA, 55% from the scheduled caste are living in an appalling condition in 26,198 colonies and 71,368 persons are completely destitute. The grievances of the Dalit were discussed in a workshop conducted in Thrissur in 2011. But still the government is not ready to take up the issues of Dalits.
The Samithi is planning a strike in front of the secretariat on May 23.

दलित युवाओं की समस्याएं एवं कुछ सम्भव सुझाव  

आज की पीढ़ी में ज्यादातर दलित युवा थोड़े बहुत साक्षर हैं. पर उनके साक्षर होने की क्षमता का अंदाजा सिर्फ इसी बात से लगाया जा सकता है की वो सिर्फ अपना नाम ही सही तरीके से लिख लें तो बहुत है. मैं उनके आत्म सम्मान को तोड़ नहीं रहा बल्कि उनकी इस हकीकत से उनका साक्षात्कार करना चाहता हूँ. माना जा सकता है की कुछ युवा इससे भी ज्यादा शिक्षित हों पर क्या वे उस शिक्षा का सही उपयोग कर पाते हैं. मेरे विचार से तो नहीं. ज्यादातर को तो ये तक पता नहीं होता कि कौन सी व्यावसायिक शिक्षा उनको फायदा दे सकती है या उनको दी जाने वाली सरकारी सहायता को वो कैसे पा सकते हैं. ये तो बात थी उस दलित वर्ग कि जो गरीबी कि रेखा से बहुत नीचे अपना जीवन व्यतीत कर रहे है. पर वो दलित युवा जो थोड़े बहुत सक्षम एवं शिक्षित हैं क्या वो भी अपने लक्ष्य को पा पाने में समर्थ हैं. नहीं! बिल्कुल नहीं. आज के समाज में एक नौकरी करने वाला शिक्षित दलित युवा अभी भी अपनी नौकरी या व्यवसाय में बहुत नीचे काम कर रहा है. क्या वो वाकई इस प्रोन्नति के लायक नहीं हैनहीं वो लायक तो है पर जब वो कठिन परिश्रम करके फल की उम्मीद करता है तो उसे निराशा ही हाथ लगती है. कारण ये है कि साथ में काम करने वाले साथी ज्यादातर उच्च वर्ग से सम्बंधित होते हैं और वे कतई ये नहीं चाहते कि ये निम्न वर्ग का व्यक्ति उनके समकक्ष आये. जब साक्षात्कार में बैठे लोग इमानदार न होकर जातिवादी व्यवस्था को सलाम करेंगे तो बेचारे इस दलित युवा का क्या होगाक्या उसका मन निराशा से नहीं भर जाता होगा. 

आज भी सवर्ण लोग ये दलील देते हैं कि इतने वर्ष आरक्षण के वावजूद दलित उनके समकक्ष नहीं आ सके. क्या ये कहना उनको शोभा देता हैदलित और सवर्ण क्षमता की ये तुलना क्या न्यायसंगत हैएक तरफ सवर्ण सभी संसाधनों से लैस हैंउनके हजारों रिश्तेदार ऊँचे पदों पर बैठे हैंउनके पास पुश्तैनी जमीन जायदाद है जिसके दम पर वे आज तक इतराते हैं और दूसरी तरफ हमारे दलित युवा हैं जो धन के आभाव में बड़ी मुश्किल से पढ़ पाते हैं और पढने के बाद परिवार की जरूरतों का बोझ तुरंत उन पर आ जाता है. एक भूंखा पेट या तो अपनी क्षुधा बुझाये या फिर अपने अधिकार के लिए संघर्ष करे. ये एक ऐसा प्रश्न है जहाँ हमारे युवा अपने परिवार को चुनते हैं और परिवार की जरूरतों को पूरा करने के लिए अपने भविष्य से मुख मोड़ लेते हैं. इसे उसकी मजबूरी समझे या उसका त्याग पर सच तो यही हैं कि इन सब में वो अपना अस्तित्व खो देता हैं. 
इस पूरे संवाद का मकसद आपको सिर्फ ये अवगत करना है कि अपने दलित समाज के हितों कि रक्षा और उसके संवर्धन के लिए हम सभी को एक होना होगा. एक होने से मतलब ये है कि  हमें ये प्रण लेना चाहिए कि अपने सामने दलित भाई पर होने वाले किसी भी अन्याय को हम बर्दास्त नहीं करेंगे. उसका पूरा विरोध करेंगे जो हमें आगे बढ़ने में बाधक बनता है. जिस दिन सभी दलित वर्ग एक सुर में सुर मिला कर हुंकार भरेगा, उस दिन किसी दलित के हक़ को कोई नहीं हड़प सकेगा.

Should reservations extend to 

promotions in government jobs?

Lucknow:  The Supreme Court's decision to strike down the Uttar Pradesh government's policy of reservation to Scheduled Castes and Scheduled Tribes in promotions has sparked a controversy.

Upholding the Allahabad High Court's decision that quashed the policy of reservation in promotion formulated during Mayawati regime, the Supreme Court said the government has not given enough data to justify the move to promote employees on a caste basis.

But Mayawati grabbed the opportunity to flex her political muscle at the Centre for the cause that is critical to her core votebank, the Dalits. "There should be a reservation in promotion in the government jobs. We should get this bill passed in this session only,"Mayawati said in the Rajya Sabha on Monday. She also demanded a Constitutional amendment for this.

In an exception made by the Chair in the Rajya Sabha, Mayawati was granted the rare privilege of raising the issue before the Question Hour.

The Congress saw common cause. PL Punia, the Chairman of the national Scheduled Castes Commission, backed the issue in Lok Sabha asking the government to seek a clarification from the courts.

The government says it is willing to examine the fallout of the court's judgment.

The Supreme Court's order had stunned the Dalit organisations who plan to file a review petition in the top court. "We will fight this legally. We have also written to the BSP chief and Congress leader PL Punia," said Awdesh Verma, president, Aarakshan Bachao Sangharsh Samiti, an umbrella organisation of Dalit employees' unions.
Despite the legal victory, the anti-quota activists understand the political challenges that lie ahead.

"Following the Supreme Court order, we are asking the leaders of all the parties to come down clean on what their stand is," said Shailendra Dubey, President, Sarvajan Hitay Sanrakshan Samiti.

Mayawati seems to be getting the support from her former aide-turned-foe PL Punia. Mr Punia, however, says he raised the issue independently.

"I raised the issue independently, she raised it independently, so there is no liaison between the BSP and Congress as far as this issue is concerned," said Mr Punia.

The issue of quota debate come at a time when presidential polls are just round the corner. And parties like the Bahujan Samaj Party (BSP) may use it as a bargaining plank.
